[Craic] emergency powers act in Saskatchewan

Hi all

Attached is the emergency powers given to premier of Saskatchewan. I 
think this is pretty scary.   Of course just because they have the power 
does not necessarily mean that they will use it.  But then they have 
these powers.  here is some discussion of it.
