Yes Bill that is a possible hypothesis or narrative as I prefer to call 
it and it is our job as a critically aware people of peace to discern 
the truth of the narratives put to us.  One way of doing this is examine 
the source of the narratives presented to us. Whose interest does it 
represent?  How credible are the messengers in terms of their  ability 
to substantiate the claims they are made.

Many of us recognize that  Jeffrey  Sachs as a strong advocate for peace 
who was instrumental in negotiating an end to the cold war and the 
dissolution of the Soviet Union. His understanding of the history of the 
Russia Ukrainian conflict is of critical concern in resolving this 
conflict that has led to the death more than a million Ukrainian and 
Russian deaths.  George Galloway is also an advocate for ending the 
senseless death of Ukrainian men.
